Dharminder Singh Kaleka is an international lawyer and public policy specialist with expertise at the intersection of governance, technology, and regional cooperation. He has advised high-level institutions including the Ministry of External Affairs (India), the Chief Minister of Punjab, and the Ministry of Agriculture (Chile) on institutional reform, sustainable development, and digital public infrastructure.

His work spans civic-tech innovation, macroeconomic analysis, and strategy design for inclusive policy systems. Kaleka has led large-scale political economy surveys, developed data platforms to support citizen engagement, and contributed to policy frameworks on AI governance, education systems, and digital access.

Kaleka’s international work spans South Asia, the Middle East, Europe, and Latin America, including legal research for exiled communities. He has worked with global policy networks and think tanks to advocate for inclusive development, ethical technology governance, and accessible public systems. A graduate of the London School of Economics, he holds a Master’s in Public Policy and Development, and his academic foundation is complemented by degrees in law and political science.
